 Oyo State COVID-19 Funds and Expenditures

When the Coronavirus disease started ranging and penetrating to States in Nigeria, many parts of the country were faced with challenges on how to cure the infected, prevent the subsequent spread and find a balanced palliative to many that have been affected by the compulsory lockdown among other challenges. Oyo State was not left out of these challenges as the Government called out to well-meaning Nigerians and indigenes of the State to rise to its aid with financial support which was eventually done by many persons and Organisations. The State endowment fund was able to realise over the total value of cash donations of ₦198,731,674.00 in the State’s UBA account; ₦141,524,070.80 in its First Bank account and ₦46,127,015.69 in its Unity Bank account.

The endowment fund so far has realised the sum of ₦378 million in cash donations, while the total value of cash and kind donations stand at ₦1.1 billion.

The Commissioner for Finance, Mr Akinola Ojo, who disclosed this also noted that the cash donations were still in the Oyo State COVID-19 Endowment Fund bank accounts and had not been used.

Other donations included the ₦250 million in cash and medical equipment received from CACOVID and donations of medical equipment from corporate organisations, groups and individuals.

“In line with the principle of transparency and accountability, which the administration of Engineer Seyi Makinde is known for, it is imperative, especially at this time, that we inform the good people of Oyo State on the amount we have realised so far by your contributions and the expenses incurred in the fight against the global enemy, COVID-19”, the Finance Commissioner noted.

Breakdown of expenses

So far, the Oyo State Government has spent ₦2.779 Billion in fighting the pandemic, the amount which covers all COVID-19 related expenditures including security, provision of palliatives, upgrading/renovation of health facilities, testing/treatment of all confirmed cases, allowances for health personnel and purchase of PPEs and other consumables, and the provision of one million cloth face masks.

Mr Ojo, who is also a member of the State’s COVID-19 Task Force, gave the account on behalf of the Task Force via a statement made available to Premium Times on June 23, 2020; maintaining that the State considered it imperative to inform the public on the expenses on the pandemic in line with the principle of transparency and accountability, which he claimed the Governor, Engr Seyi Makinde, is known for.

On Tuesday, June 23, 2019, the Oyo State Government released a financial report on COVID-19 expenditure and according to the Commissioner for Finance, the report covers the period from March 30, 2020, when the COVID-19 Task Force was set up to June, 2020. 

The breakdown of each spending as at June 2020 includes ₦370 million for the setting up of the Infectious Disease Centre, Olodo, Ibadan; ₦453 million on the security of the state borders; ₦118 million to provide support for the University College Hospital (UCH), Ibadan for partnership on testing; ₦900 million on the provision of palliatives and seedling to residents and farmers.

He added that ₦321 million was expended on procurement of ambulances for the Ministry of Health while the State has also expended ₦614 million so far, on the procurement of reagents, body kits, drugs and other items for testing and treatment of patients.

₦156 million to be paid to health workers, including volunteers and medical and health workers as allowances. The Commissioner, who said the State has approved a total of ₦15,000 per health worker as hazard allowance, added that the allowance would be paid from March 2020.

It would be recalled that Oyo State recorded its first index case on March 20, 2020, which was followed with the constitution of the COVID-19 Task Force, headed by the State Governor, Engr Seyi Makinde, for partnership and the result was a timely donation of cash and equipment by citizens of Oyo State, well-meaning Nigerians and corporate organisations.

If, according to the State Finance Commissioner, the COVID-19 endowment funds have not been utilized, it shows the State Government is well prepared for the future, especially in the area of health, which is one of the main cardinal points of the present administration in the State.
